Client just sitting with Update queued.
I've no restrictions as far as time window for downloads. I've no bandwidth limit set. I do have allow game downloads during gameplay unchecked, but I am also not playing any games at the moment.

Eventually (within 15minutes) Steam Marines got marked as requiring an update, but just sat there.
The second log shows all of the first log + another Steam client restart and the immediate download of the queued Steam Marines update.
deleted everything in the Steam folder except steam.exe and the SteamApps folder.
Started Steam and let it rebuild everything. Same issue. Anytime an update is required when the Steam client has been running, no update occurs. Must restart the client to get the update going.
Opt In on the Steam client Beta, same issue.
The annoying part is waiting until something has an update to see if the issue is resolved. Thankfully such a large game list makes the delay reasonable enough I get to see the problem a few times a day usually.
I can download any new install immediately without issue and the download is immediate.
I can opt in on any beta for the games that have them without issue and download is immediate.
I can opt out of any beta for the games to which I have done an opt in and the download is immediate.
I can change a game file, do a verify integrity of game cache for a game and the download will be immediate.
The above 4 actions do not trigger the download for any game sitting in the Update Queued status.
I have not yet tried launching a game waiting in that status.
I have attempted to verify cache on a game waiting in the update queued status. That passes verification, and then the update triggers without a Steam client restart.
At which point it downloads fine.
After download it installs fine as well.
So to summarize.
The Steam Client is informed an update for a title is available.
The Steam Client marks it as 'Update queued'.
The Steam Client does not move the 'Update queued' title to the downloads section of the Steam Client.
The Steam Client does not attempt to download the 'Update queued' title.
The Steam Client will move the 'Update queued' title to download section of the Steam Client and will download fine if the Steam Client is restarted.
The Steam Client will move the 'Update queued' title to download section of the Steam Client and will download fine if I manually force Verify Integrity of Game Cache.
The Steam Client will move the 'Update queued' title to download section of the Steam Client and will download fine if I launch the title.
The Steam Client is failing to automatically move the items to the Steam Client download section inside the Steam Client.
I've posted logs which anyone can see there is no blockages reported by the Steam Client. It can be seen the Steam Client literally never even tries to download until one of the 3 listed manual intervention actions. At that point the Steam Client acts correctly, downloading and installing the update.
If there are any other logs which could help diagnose this issue within the Steam Client please let me know.
