The price difference is there to deter abuse. It sucks for the people that used the store to legitimately gift games to friends around the world but people were taking advantage of it to commit mass fraud so Valve had to implement stricter store measures.
There are a lot of great deals on HumbleBundle and Fanatical for Steam keys and you typically won't need to worry about region with those. You can often get great game bundles with a variety of keys that you can use for yourself and share with friends.
Why not remove the people doing fraud instead of the ability for friendship to develop?
I'm guessing games are more expensive here in Norway, since everything is, or do the taxation work different for different nationalities?
How about the ability to gift for example AMERICAN PRICED GAMES TO PEOPLE IN AMERICA, and others can GIFT NORWEGIAN PRICED GAMES TO ME? Letting people know why it have to be done like that??? Really made me unhappy to hear this. An American woman that really got pissed off at me, but it was me being lost in translation, and then she figured out my "disgusting personality" is just sick humor and irony, and that we were very similar, despite age difference and nationality and distance and gender etc. and became great friends. *
I think Steam should really be a place where such things can happen, I hardly ever meet anyone that is similar to me or even barely understand me...
How about things I get from game cards? Can I send gems, series of cards for a game, background or badges? Is it possible to get help from support and send a gift card to suppport and then ask them to buy games for friends? Sorry for all the questions, but...
It's REALLY not the same thing to be sending a GIFTCARD...

I didn't know there had been any change of rules in this, so hence I didn't read any FAQ, since it's been no problem earlier. :\
If the game is advertised to you at a certain price, they must charge you that price. They can't wait for you to select a friend to gift it to and then say "Nevermind, your friend lives in a region where this game is more expensive, so now you have to pay an extra 5 bucks."
Still illegal. They are literally not allowed to charge you a price other than the one they advertised to you on the store page. If the solution was really as easy as "Let me pay you more money," I'm sure it would've already happened.
