[Help!] Steam re-Installation Stuck Halfway Through

My PC crashed this morning and made me unable to save the Steam settings (e.g. FPS counter keeps turning off after restart) so I decided to download the Steam installer and ran it as administrator.

However, after 1 minute of downloading, the installer is stuck at "Create Shortcut: C:\ProgramData\Microsoft\Windows\Start Menus\Programs\Steam\Steam.lnk"

I ran it for 10 minutes, then used Task Manager to kill it, deleted the folder mentioned above, ran the installer as admin again and it still got stuck forever. Is there any way to fix this issue?
