If you're saying you can't buy games you do not own on the account already, then you may have a cache issue, delete your cache. Top right of Steam client > Click on "Steam" > Click on "Settings" > Click on "Web broswer" now delete cache, and reload the page, or restart client, then try again.

Please note Steam wallet funds can not be transfer to other accounts.
It's best just gifting the funds to your friend, which then you'll have all 4 of your friends to have their own copy. If you want to rebuy game for your account, simply go to Steam support page, type in the search for your game name, let say you want to remove Pay Day 2, you type in the search "Pay Day 2" and it will bring it up, click on the game, then choose want to remove from your account, then go buy the pack, and then gift the 3 other copies to your friends.
It's up to you how you want do this, or don't do it at all.
Steam is penalizing honest people to stop that from happening. They should allow you to purchase 1 4-pack and then stop anymore purchases. Then someone just trying to get together with friends wouldn't be so frustrated.
Also, during this worldwide pandemic, it might be nice to break that rule for a while. Steam would probably get even more users if it relaxed some of their rules right now.
Steam not going to lift this change, ever due to those that want to abuse this, doesn't matter if you being an honest person, or not. Steam not willing to put up with trouble that will cause major problems, as they're not going to allow people trying to make profit off someone game, nor allow people to laundry money, which someone did try to laundry using this method by getting their game on Steam, then try to buy as much of their own game using the gift in Inventory, which yes Steam caught on very quickly when they saw a large sum of funds coming out of no where, and was very obvious most of it being gift to Inventory. If Steam didn't stop this, they would be force to shutdown due to allowing money laundering.
Sure there ways people will try to scam people, or con people, but this is not solvable for any store. Steam has gifting restrictions, such as currency differences, as if friend from another country using another currency than you, and the price, and currency differences is greater than 10% will prevent you from gifting to that person, which again also another thing which people try to abuse such as regional pricing, which harms the game sales. Another gifting restriction is buy, and gifting ratio, which is a system that was added I believe last year, this does add inconvenience to people, but this also disrupt people trying to scam/con people by gifting, forcing them to make new accounts, and if they make a pattern, using same credit card, they can target them, and black list the credit card, if they deem was being used for fraudulent activities, trying to catch them ahead of time, before they try to charge back.
Anyways your goal is to gift to 4 friends, which your only answer is this, gift friend the funds, friend get his/her copy, as well gifting the remaining 3 other friends you wanted to gift to, which give you the same ending result you wanted. If don't want to do that, then nothing can be done about it.
If you want, try looking towards 3rd party key resell sites, such as humble bundle, fanatical, green man gaming, indie gala, or etc, you can use isthereanydeal.com to help find sites for certain games, then all you have to do is buy the game pack, and message each of your friends a Steam key so they can redeem for their copy. Either way same results you get in the end.
It's why we can't have nice things. Blame the abusers, not the mediator.
Steam keys are codes, you do not automatically redeem them to any account, so you can hold onto keys long as you loke, and give to your friends whenever you want.
You can gift a single copy per person, but it will be more expensive than the pack.
