physical gift card question
I live in germany already a year but before that I was living in russia and I have some rubles on my steam wallet, will the gift card for 20 euros work on my account?

No. You only can redeem wallet cards in Russian Ruble for as long as your account is still set to Russia.
Switch to the German Store if you can since you are now living there, then you can redeem the 20 Euro wallet card.

It will require an external payment method located in germany and a billing address in germany to update/change the store region.

Which I suppose shouldn't be much of an issue for a Russian in particular -- I doubt that a lot of Russian payment methods are even usable here these days...

Well, with that I might have a problem, to switch your store to german you need to click one button before purchase and then after a successful purchase it'll automatically switch to german store, but I cant complete a purchase, it fails every time
And yes Im using german debit card

No.
Russia is neither in the LATAM or MENA region.
They still use the Ruble.
Which is irrelevant considering OP moved to Germany which uses the Euro.
