I can't accept a gifted game - declined the gift, no fix

A friend gifted me GTA V and I am unable to accept the gift. I have the options to accept or deny the gift, the pop up telling me what games I have within the pack comes up, and when I hit the "Add to my library" a "Sorry, an error has occurred: Failure" pops up. That is all the pop up says. I don't know what is wrong, this is the first time this has happened to me. I have tried accepting the gift via my laptop, my desktop, my phone, and the web browser. I have also tried accepting it via ethernet and wifi. So far everything I have tried has not worked and I am running out of ideas. I don't really know how to contact support for this, since there isn't really an option under "gifting".

Are you in the same Steam store region as the friend?
If not, if the price difference is 10% or more you cannot gift the game cross region or if the game is banned in your region.

Seen a few complaints about GTA V gifts not working this past week. Whoever bought the game can open a ticket off of the purchase and select "I have a question about this purchase" and see if Support can provide a reason why the gift won't work correctly.

I decided to decline the gift and my friend sent me the money they spent on it. I hope they figure out a fix for other people.
