Steam Networking Peer to Peer through LAN?

So I recently read this post https://help.steampowered.com/en/faqs/view/1433-AD20-F11D-B71E it's my understanding that opting into peer to peer is only for messaging.

I'm curious if there is a way to play multiplayer games through peer to peer connections using steam over LAN / subnet. Basically I have a steam deck and I've been trying to find ways to set up LAN games for multiplayer games that may not necessarily have multiplayer LAN options built into the UI. For instance playing Risk of Rain 2 with a friend using two steam decks in a park connected to a hotspot to create a LAN. I read some posts about remote play / remote play together working over LAN but I didn't find a definitive guide.
