Why would STEAM us an alternate system from their own? They would NOT. They won't even use their own chat, they only contact you BACK when you use the Support ticket system they have implemented for years now.
Report all accounts involved through the mechanics offered by the platform, they are using. If you feel like it, try to waste their time for a little longer (though chat scammers tend to be an impatient bunch, who block you as soon as they slightly suspect, you don't play along). Just make sure not to give out any (true) information and not to click any links you are provided.
P.S.:And yeah, as has been said, all official communication with Steam runs through the ticket system. As long as you don't see a yellow or red bar on top of your client, it's not real.
P.P.S.: In case it is the old "accidential report" setup, please be aware, that every account report on Steam is checked manually and judged by evidence present within the system. False reports do have no effect and are disregarded, no matter how many of them do happen or how much "rep" the reporting users claim to have.
And an animated graphic of "I am hovering my mouse cursor over a suspension button on your profile" won't change that. :-)
