Steam Folder Security Permissions (Default):
Authenticated Users
System
Administrators
Users
(Authenticated Users has everything but full control)
(Last three have full control)
Trying to think where I seen this issue before with my newer drive.
Can you download anything on the drive?
Oh yeah now I remember, did you allocate the volume?
Is Steam downloaded on the drive?
Perhaps some more details are needed...
can you browse to its disk content and see if steam actual did make a folder there.
or check steam settings storage and see mapped disk is actual there and can you move a old game to it, according to your post now, you should not be able to see or write there, i want to know if you can even move a old game , but is prevented to do it, ( you can say steam see it but system say not writeable, and thats why OS issue might be the problem.
ps.
do not have a usb stick attached with fat32 or exfat i think other steam user once show picture of it attached in computer management and i could see it there.

Note that would only be an issue if you don't have write access to the root of the drive. As if you select a drive it automatically create a folder called "SteamGame" under that drive letter.
