Basic Bluetooth Controller Connection Help

I bought a Dualsense wireless controller a couple of years back to play some games that I never got around to playing at the time. Back when I got it, I made sure it would connect to my PC via Bluetooth, and while I had some difficulty, I was eventually able to bring the controller up as an option in Steam. Now it is two years later and I cannot figure out what is wrong with the setup. When I try to pair the controller with the PC, Bluetooth can't find it to add it as a device and Steam doesn't list it as a controller without that. I've googled for solutions for the last 24 hours, anyone out there more experienced that could lend a hand?

(basically hold Create + PS button till the light bar flashes (now it's in pairing state), choose 'Add Bluetooth or other device' > Bluetooth > add the Wireless Controller )

Unfortunately, that's what I've already tried. The PC doesn't detect any Bluetooth device to pair with.

Hmm. Is Wireless Controller already listed anywhere at Bluetooth & other devices? If so remove any mentions then retry the add.

In Devices and Printers, I have an 'Unspecified' Wireless Controller with the status of 'Not Connected'. I cannot remove it, however. When I attempt to remove the device, it says "Remove Failed"

The Wireless Controller under Unspecified has the icon of a game pad? (Just in case it's another device but same name etc). Is it removable after a system reset?

Tried resetting the controller via the pin hole at the back?

It's remained unremovable. And I have tried to reset the controller via the pin hole, no change.
