Refund request takes too long
I have submitted a refund request over the past 4 days but have not received confirmation yet. All conditions are valid such as playing time under 2 hours, and I purchased the game on the 18th. I have submitted refund requests before and they were confirmed almost immediately. What is happening? Sorry for my poor English.

Can be multiple reasons. The sale just recently ended so they may have a huge backlog of refund requests to process.
And while its generally just a few hours till you get an answer to your refund request it may take up to a few days sometimes, even if no sale was happening.

Also, did you recently change or reset your Steam password? That adds a 72 hours delay to all Steam Support requests for a while as a security measurement.

In the end, as long as your refund request ticket is still listed as "open" here;
https://help.steampowered.com/en/wizard/HelpRequests

there is nothing to do but wait. They will come around to your request.

I had this issue a couple of days ago where a ticket went unanswered for a few days so I cancelled the refund request and submitted a new one and it was accepted within 40 minutes. Sometimes Support can get bogged-down in tickets, other times the user may have a shadow-restriction and other times tickets may simply get missed.

As you are still comfortably within the two week period and if you don't have a cooldown, you may consider resubmitting because 4 days is quite a lot and it'll likely tot up even more.

I tried once on the 18th, and after waiting until the 20th, I canceled and requested a refund, and I'm still waiting until now.
Any updates? I am currently going through the same thing. I submitted a refund request three days ago (01/02).
