game desktop icons blank

Hello I started up my pc today and like half of my steam game shortcuts on my desktop where just blank, I tried deleting the shortcuts, verifying the files in steam, adding new shortcuts from steam but still show up as blank. I moved my steamapps folder than completely uninstalled steam and reinstalled it than moved my steamapps folder back and still have black icons.

I had a similar problem a while back where all my shortcuts defaulted to a blank icon (more then just steam) and found a fix for the majority of them
1: Go to the properties of the shortcut and click "Change Icon" (in the "Web Document" tab)
2: Click "Browse" and go to the program that shortcut launches(usually in C:\Program Files (x86)\Steam\steamapps\common\"game or wherever you set your games to be installed)
3: After chosing said program it should present you with one or more icons one of which should be one you used to see
Occasionally I came across some that had its icon as a seperate image file and I could just chose that. Very rarely a program would not have any icons in it and I couldnt find any image files and I just gave up and left that left that shortcut as is but that only happened 2-3 times
