Steam Link as software can in theory do that. Depends on the quality of your network though. VR requires a lot of bandwidth.
You can install SteamLink directly on a Meta Quest. Not sure if Meta Quest 3 is supported yet.
So in essence:
Quest 3 via USB-C --> Steam Link --> Machine B --> Ethernet --> Remote Play --> Machine A
Air Link will probably be my last resort, as I'd rather not introduce the extra latency due to only having Wi-Fi5.
