Can't get Caps Lock to work on Steam's on-screen keyboard?

No matter what kind of controller I use, I can't get the Caps Lock feature on the Steam on-screen keyboard to work with the assigned shortcut. Supposedly, you toggle it using L-Stick / L3 but it just doesn't work.

I've tried controllers for xbox, playstation and even nintendo switch.

Is this just an unpatched bug that's existed for months (years?) or am I missing something?

I can confirm this problem on Xbox & Dualsense controllers in desktop, and BPM.

I originally thought it was bc Steam on-screen keyboard needed standard gamepad LS input, and not what's mapped into desktop configurations, but a LS input from gampad configuration doesn't work either. Although LT for Shift seems to work.

This feature works on Steam Deck Desktop Mode & Gaming Mode regardless of the controller config.
