You can only invite users who have the same Steam store region as yourself.
People are complaining that 2 Euro store regions cannot. Different country but both use Euro.
My point was just that for example i have a relative who currently is in another country but their store is still set to Germany i can add them, even if they are not physically in Germany.
Its not about the location but the Steam store setting.

Could this be the main reason why sharing was broken so much since last year, basically unsharing users randomly?
I know the broken Family View store checkout issues back before and during the Autumn sale had to do with the melding of the 2 features.
It is clarified in the FAQ:
Who can be in a Steam Family?
is intended for a household of up to 6 close family members.
The beta requires every person to have the same Steam Store Country (this may require a recent purchase to set the country code on the account) and everyone participating in the Steam beta.
