Generally in practice, just having a VPN while using Steam is ignored by Valve. The way it is worded primarily focuses on obtaining game content that is normally not available to you or to purchase games in regions where those prices may be cheaper. But the way they wrote this gives them the power to enforce the policy for any reason, especially ones that were not known at the time it was written.
I have used Steam with a VPN on a few occasions, especially when traveling and I am connecting through unknown networks like hotel or airport wifis. What I haven't done is tried to make a purchase while connecting to a VPN. I can also choose an exit node close to my home, so in a sense I'm not actually using it to disguise my residence as the SSA warns against.

Sure the agreement was to prevent users using VPNs to appear from different countries so they could buy games from other regions at lower prices. Nowadays prices are linked were your payment method is registered. I used a Turkish VPN server my Paypal and bank cards are still registered to the UK so I'd see UK prices. Just like if I actually went to any other country I pay UK prices because my payment methods are registered to my UK address
This is highly suspicious
