Stuck in infinite game update loop
I can no longer play games whic received updates recently. They redownloading update files over and over again, play button does't appear, instead continue button is shown, when I click the button update data is redownloaded and continue button is show again. Reinstalling game doesn't help.

Two. One is single player, another one is online. I've noticed this few days ago, but didn't paid too much attention to it because I don't play it right now, it was just installed for a while. Now this happend to a game which I play a lot recently. Same behavior.

I solved the issue. Uninstalled the game. Then deleted game folder from steam directory (there are always some leftovers, also found 4gb shader file from RE8). Installed it again. Worked for me. But for 10GB+ games this is too painful.

It seems I got it. I used to run steam with admin rights (there were some games which had orerlay problems and this was the solution) but not so long ago I disabled this option. I checked download manager as you mentioned and saw "access denied" error. So your options are go back to admin rights or uninstall the game and delete game folder manually. Maybe it would be helpful for you.

unfortunately i reinstalled steam & now i am logged out of it, cause it thinks i'm offline.
in Manage Downloads for me was one of three red notes.
No internet connection. Manifest unavailable. Connection Time Out.

but your note was a different one, so seems a different kind of issue.
