since OP is asking for help with the "steam gift card", then we should provide him with help.

why go and asks him to read what is behind the Steam Gift Card which is not helpful at all.

1) is the Steam Gift Card you received "physical" or "digital"?????

if the Steam Gift Card is physical, then you will need to go back to the shop where your brother bought the Steam Gift Card and asks for a "refund" if possible.

also, "physical Steam Gift Cards" are Region Restricted completely.

if it is digital Steam Gift Card, then is the "brother" who gifted it to you is staying in which country since Digital Steam Gift Cards are Region Restricted for certain countries

these countries cannot gift "digital Steam Gift Cards" outside of their country.
