You have 2 option ask steam support and own ISP, ( and i doubt you have change anything at your end and work maybe yesterday or day before.
Do not forget reboot router and pc 3 to 12 minute after , depend on house network until it say network is ready.
if wifi use cable as test.
Most of the steam user that has this fix itsself with24hours, and that mean from your wallplug into steam is the problem ( also mean local building isp or own isp and there partners partner that has a issue atm, untill they fix it.
Do have own SMS service if you own isp offer such service it can safe you alot of greef then you know they are working on fiber or planned work.
ps.
any internet issue is technicaly your ISP problem, we just dont say it like that, because own equipment can also do this, so test with spare pc, to ruleout ISP and steam in other end is a good idea.
( I doubt this ( but its seen before ppl dont know isp or cahnge isp can block or should i say you need to open for traffic )

2) reboot your router
today is another day, so, yeah, i rebooted my PC
router is not an option since there is another PC on the very same router, no such problems there
same with a different region, doubtful it's about the region since the other PC has not those problems
it's also not the ISP (internet service provider) since ... the other PC

what's with the error Manifest unavailable ? & Time Out ?
is this usual that all 3 errors are about the same lack of internet connection or is the reason something else, like the steam client just doesn't know what's happening ?

btw, tried changing the region server, same results.
unplugged plugged in cord, no change

the update since it started was the - App on Private change
no one else has you location from where you live into your ISP network and then to next jump partner. ( msg is loud and clear somehow you cant connect to steam. ( client do say n o internet connectionin the buttom status line if im not mistake, ( only as we said your security can do this, and i bet you did not change anything, thats why you ask own ISP. )
and we cant fix ISP network if they are the reason why it dont work, test with spare pc is seen as good test.
belucky if you have nextdoor neighbour with same ISP you can ask, ( and steam user ofc )
this is not so simple then longer away from own buildding you live in.
the ISP is Telekom Germany, not some strange fringe provider
good now you know you have own pc to wall plug issue ( router even ) if this has work before then its only own pc issue.
its here safe boot mode, that so many steam guids can tell you you have interference issue.
i mean, i am online. just steam doesn't recognize it.
did for years.
windows updated right now. no change.
& why "safe boot mode" ?
