Games downloading extremely slowly and inconsistent download speeds on Steam

I'm having issues downloading games on steam, the download keeps going down to something like 100kb/s and sometimes jumps up to around 5mb/s even though on any other launcher ( Epic games, Xbox app, Battle net etc.) my average download speed is about 60mb/s?.

I've tried:

Changing my download region

Clearing the download cache on steam

Changing disc policies on my external drive

Reinstalling steam

Turning off download speed limit

Prioritizing steam on task manager

P.S When I pause and then unpause the download it goes up to 70mb/s for a few seconds but then goes back to struggling to get 1mb/s

1) your CPU
2) your Disk IO
3) Your anit-viurs
4) your ISP
