First - follow steps 1-6 to secure your account:

1. Scan for malware https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
4. Change passwords from a trusted/clean device.
5. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
6. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)

Then:

Hijacked not hacked. Hacking requires exploiting weakness in code. That doesn't happen on Steam. Hijacking is the issue and that's when users try logging on using a phishing website that steals their credentials. Recover and secure the account. Then stop using dodgy sites.

You can't remove games from an account. Even the permanently delete feature is nothing but an advanced hide and you can get games to reappear the same way they get hidden.

There is also a chance, that OP logged in a wrong account.

Open the support page. There's a category labeled "Game is not in my library".

You "recovered" another account. Not the one that has your games.

If this IS the account that owns the game, you can see the list of all your games, even removed ones if you look through the list of games when you go through the process of enabling Family View...

https://store.steampowered.com/parental/setmine

1. Go here https://help.steampowered.com/en/

2. Scroll down and enter the name of the game in the search bar.

3. Click on the game.

4. Select "It's not in my library"

5. Select "Restore the previously removed package to my account"
