Steam not downloading files when i run 1 specific game - firewall problem?

So ive been having troubles running The Finals the past week+, and today found out why.
I booted up my old PC hard drive and was able to get on steam, download the game and play it with no problems. only difference is when i run the game on my old drive, it asks if its ok for steam to make changes to my computer and installs the necessary files. but on main drive it doesn't do that making it unable to download the files to run the game. i cant figure out what i need to do in order for steam to ask that prompt again

i just finished installing the latest version of C++ just now and verified the game files right after but still no dice.

click the play button and shortly after it stops trying to run it

i downloaded the SteamCMD and tried to run the game through that and got a message saying
"Failed to launch 64-bit injection helper"

if you have any idea what that means cause google doesn't
