Unless you are running a system that's extremely tight on RAM, like 4 GB, there's nothing to worry about. Steam will use RAM as it needs it, and free RAM when it doesn't. Are you experiencing any negative performance effects due to Steam's RAM use? Probably not, I'm guessing. So then why are you stressing about the number in task manager?
Even if you are running a system that's tight on RAM, upgrading is cheap. You can get a 16 GB kit for as much money as lunch for two at Burger King.
Like I said, no need to stress about it at all. It will use more or less RAM as needed, and I suspect it might actually cache more data if you have more RAM to spare, since it can. This will generally speed up navigating around Steam, which is what you want, no?
If you do a search for Steam's usage of RAM in these forums, you'll find a number of people experiencing unnecessary anxiety about how much RAM it's using, but you'll find absolutely zero complaints of real performance and/or memory issues as a result of Steam's RAM usage.
