if i uninstall a game do i have to buy it again?

no. games are tied to the ACCOUNT, not the computer

So long as the license you payed for does not get revoked, you are free install and uninstall the game as many times as you want.

You can uninstall all your games.
However it might betme to consider a backup Western digital drive usb drive.
A large capacity like 5 or TB , thats terrabytes.
Make as new library on it and install your games to that then add that library to Steam in the Steam downloads manager.

Ignore that. Any unintalled game as long as you redeemed a key for the game or if the game is F2P can be re-installed at anytime.
