Report a translation problem
Right click game > properties > installed files > verify.
For cloud sync issues, turn off cloud sync for that game, then launch the game. If the game successfully launches, create a new local save then exit the game. Re-enable cloud sync, then launch the game again and it should cloud sync correctly.
I have zero issue with cloud saves nor games launching. I am on Windows 10, BUT i am always on the Steam Client beta, not the regular version of Steam.
If you are not on the beta, switch to the beta and see if that resolves the issue.
Menu > Steam Settings > Interface > Client Beta Participation.
Note: I also have zero issues running any game on PC clients installed. GOG Galaxy, EA Play, Rockstar Launcher, Ubisoft Connect, Battlenet app.
Other:
1) Ensure Steam is excluded in your anti-virus as active scanning may cause issues.
2) Windows updates can cause issues. Run sfc /scannow from an admin command prompt and let Windows repair any corrupted files.
Currently I don't have any antivirus installed only windows defender and I checked that steam is not blocked by firewall.
I didn't try steam beta.will try and let you know.
Thanks for the update. I will continue looking for a possible solution just in case the beta does not fix the issue.
You could try re-installing Steam over it's current install location by downloading the setup exe from the link provided. It may fix the issue by repairing any corrupt files.

I will bookmark this as a reminder just case someone else has the same issue.
go to your local save game folder, in my example I'll use Rogue Legacy 2.
For example, I went to "%USERPROFILE% \AppData\LocalLow\Cellar Door Games\Rogue Legacy 2", there was nothing in that folder but a shortcut to something. I deleted it and it worked to me.
