Games not launching with cloud sync issue popping up
Today when I was launching Horizon zero dawn complete edition from steam I got a message that states that cloud data is out of sync means there are some files in local which are not in steam cloud. Unfortunately I deleted my local data, so that could not be uploaded. Then I downloaded data from steam and now cloud status is up to date. But I cannot launch the game. It says "launching" and then "stop" and again back to "play" button. In fact I tried with another game(Ratchet and Clank Rift apart) which I was starting for the first time, I could not launch that other game either. I can not launch any game now. it does not throw any error message. Just in the left side where the game list is shown one "cloud out of sync" icon pops up at the time of launching. I even uninstalled all the games and steam itself but still not working.I tried this option disabled as well but no luck.

One important finding:

I downloaded a game called "Century age of ashes" which does not have this steam cloud save feature and that game is working absolutely fine. Just the games which have this feature are not launching at all. I tried this option disabled as well but no luck. Games with cloud saves are just looping through these steps: "Play"-->"Cancel"-->"Stop"-->"Play" in the library page.

Steam client is not crashing
windows 11 is fully up to date
All graphics drivers are up to date
i7-13700Hx
RTX-4060
16GB DDR5 RAM
1 TB NVME

Any help would be deeply appreciated.

Verify the game files and see if that allows Horizon Zero Dawn or any other game which is currently not launching, to actually boot up.

Right click game > properties > installed files > verify.

For cloud sync issues, turn off cloud sync for that game, then launch the game. If the game successfully launches, create a new local save then exit the game. Re-enable cloud sync, then launch the game again and it should cloud sync correctly.

Tried this already, the game(Ratchet and Clank Rift apart) is simply not launching at all, just looping these steps: "Play"-->"Cancel"-->"Stop"-->"Play" in the library page. No error message,nothing. with cloud save enabled same issue,without it same issue. game files successfully verified.

I have zero issue with cloud saves nor games launching. I am on Windows 10, BUT i am always on the Steam Client beta, not the regular version of Steam.

If you are not on the beta, switch to the beta and see if that resolves the issue.

Menu > Steam Settings > Interface > Client Beta Participation.

Note: I also have zero issues running any game on PC clients installed. GOG Galaxy, EA Play, Rockstar Launcher, Ubisoft Connect, Battlenet app.


Other:

1) Ensure Steam is excluded in your anti-virus as active scanning may cause issues.

2) Windows updates can cause issues. Run sfc /scannow from an admin command prompt and let Windows repair any corrupted files.

I also have zero issues with other client like epic games, ubisoft connect. I even had zero issues with steam too. Just 3 days ago that Horizon zero dawn cloud conflict happened. I tried to sync manually. Since then steam is malfunctioning. Cloud status says up to date but game is not launching.No games with cloud save feature is launching.

Currently I don't have any antivirus installed only windows defender and I checked that steam is not blocked by firewall.

I didn't try steam beta.will try and let you know.

Thanks for the update. I will continue looking for a possible solution just in case the beta does not fix the issue.

You could try re-installing Steam over it's current install location by downloading the setup exe from the link provided. It may fix the issue by repairing any corrupt files.

Note: DO NOT uninstall Steam as this will also uninstall all your games.

Ok,so it was just my C++ redistributable files. They were outdated. I just uninstalled those and installed latest version form the Microsoft site. Now everything works just fine. Steam cloud also works properly (Actually it was never a issue).

If someone else runs into this, tried everything and nothing worked...

go to your local save game folder, in my example I'll use Rogue Legacy 2.
For example, I went to "%USERPROFILE% \AppData\LocalLow\Cellar Door Games\Rogue Legacy 2", there was nothing in that folder but a shortcut to something. I deleted it and it worked to me.

For me - I had an issue with Baldur's Gate 3 saves. I noticed every so often when I'd re-attempt to sync, it would add one file to the online cloud then fail. I found there are two copies of the save. One most point to in the user profile, but the other is in 32bit Program Files, I think where it queues the saves and info to be synced. For Baldur's gate, I found the saves under the SAME name, here > C:\Program Files (x86)\Steam\userdata\13663634\1086940\remote < I deleted all the saves there, then it sync'd fine.

Clearing the Download Cache worked for my mother as well when she started getting this problem in the last few hours. Thanks for the tip.
