How to identify a stranger's account region?

Does steam have an API to identify other people's account regions?
I want to confirm my friend's account region, so that I can send games in the corresponding region.
Aside from what they told me, how do I get their account region?

That would be invasion of privacy for Valve to provide that info.

But there are some cdkey websites that know my account region, even though I have never linked my steam account to that website. They know my account region just by looking at my profile page.

They guess your location by IP and may read what you set on your profile
Why dont you believe your friends location ?
