I think by default updates and stuff may still run through C: by default if that's where Steam is installed. So it could be temp files, or other things. Ultimately the best way to be sure what data is on YOUR drive is to look at the data and see what it is.
How big are those files? And when you researched them what's the consensus on managing them?
It's your system, you admin it. Sometimes that means doing a bit of work to understand details of what you're looking at. Welcome to PC gaming.
And reboot is right use treesize, and try locate them folder that eat up space.if you dont know steam ways and where thing is, then treesize is best to locate lost space in a folder.
could also be a a copy mistake or moved content, to a unknow folder in the past, many pc user know this, but for the most they notice then it happend , but disk copy mistake can go very fast today, even that can happend, but most will think not going to happend for me, but 18gb is seen as small size, this is not 10years ago where copy things took abit longer.
