Steam client gives error code -130, can't get past

The Steam client on my Windows PC continually gives me "Error Code: -130 Failed to load web page (unknown error)" on any page except Library, which works fine. Also, the Steam site works fine on my browser (Firefox). Also, I have no trouble using the Steam client on my other devices, including Android, Steam Deck, another PC in the same room using the same Wifi, etc.

I've researched this online, found various suggested fixes (uninstalling/reinstalling client, flush dns, etc.), tried them all but nothing works. Would appreciate some help with this.

Same here, but sometimes it shows another error code -7 as well.
