"authorize library sharing on this device" never loads on one device for only my user

I cant share my steam library on my wifes laptop, i login as myself and go to family and click
"authorize library sharing on this device" and it never loads. But if i switch to her profile on that laptop i can click the slider and it loads with out issue.

I tried it on a different computer and i can click the "authorize library sharing on this device" slider with out issue on a different computer.

Sign into friends and chat as Online and do the process again.

It's obnoxious but at least it does the trick.
