Steam is not the first one to suffer. Hetzner suffered from this until they gave in and paid up. DTAG is known to violate net neutrality in favor of profit maximization for decades. Cogent Communications even sued DTAG for this.

All you can do is pray they fix it, but so far it doesn't seem like it's ever going to happen because they don't want to acknowledge the issue.
Alternatively, look for a different ISP if you can.
