You aren't capped on Steams end. You might want to check what your service provider is doing.
But its just steam that does this, btw its capped again
I just downloaded a game at 152MB\s or 1,25gb\s, it's definitely not Steam.
noticed though that if I start downloads in the morning (European time zone ) the speed is normal and this drop happens only towards the evening

changed the netcable, restarted the router, restarted pc, reinstalled steam etc
downloadspeed is maxing out everywhere else, except Steam
my friend is at Telekom, same as me and he's downloading at a fine rate, me? im stuck at 1mb/s..and its been like this for WEEKS..even refunded games because i wont wait 3 days for a frickin download
