After that open Steam settings, you want to create new library folder via Steam settings, select the location where on your micro SD card want Steam folder to be, once it setup, you be give the option to download to your SD card from your chromebook.
Please note if you have another PC that you want to read from your same SD card, you need to setup process again on your other PC by selecting the steam folder that in your SD card this will then read the folder what in it.
The problem is that I can't see the hard drive when I do that. I reformatted it so that it's in NTFS format but I still don't see it. Unless it's in some weird file I'm unaware of. There's no way to add screenshots here right?
You can upload screenshots using steam artwork on your profile then copy & paste url, or can upload to Imgur then copy & paste url.

Yeah I can. And that's what take me to the 2nd image on the link. Unless I'm mistaken, the only locations available to me there are internal.

You are aware that Chrome-OS is actually based on Linux? NTFS is likely the last thing that Steam will be looking for on this platform.
