Red Alert 2 First Timer

At part 1, Allied story. Doing well until it was time for me to repair the bridge to destroy the Soviet supply base. The problem is, I don't know where the engineers are. The game keeps telling me to build barracks to get them, all I get is the GI, no engineers, no extra units. NOTHING.

Wrong section and believe you have to build the radar to get engineer. Build any building you haven't built.

From Statue of Liberty go through bridge to city, then clockwise till you get to your base.
All game missions have walkthroughs on Youtube.

Yeah posted it cause I was getting frustrated. Played the section for over an hour. Also what radar? Don't see the building in my buildable structures.

That didn't help, they already have the engineer in their barracks. I was in that section already.
