Games Freezing on Menu/Loading Screens

TLDR: Whenever I boot up any game, it freezes on its loading screen or menu screen.

I was just downloading some workshop mods for one of my games. Played, exited the game, downloaded more, replayed. But then all of the sudden everything broke.

Everytime I boot up the game, it gets stuck on the loading screen or main menu.

I redownloaded the game and it still had the same error.

Then I checked my other games and they ALL had the same error. Everytime I get to the loading screen or main menu, the screen completely freezes.

I redownloaded all the games, cleared my cache and Steam's, downloads, mods, restarted my PC that's up to date.

Still frozen.

Then I even uninstalled Steam and reinstalled it but the same issue pursued.

Was there any update recently possibly related? That's kind of a stretch but-

Any possible solutions or help?

(PLUS+ interestingly enough, I tested one of my games on why/how it was freezing and found out that it unfreezes whenever I press pause in-game but then freezes again. However I can keep pressing pause and unpause and it will freeze in between gameplay.)

Hey, I don't know if it will work for you but the solution I found myself was verifying the integrity of the game files through Steam's properties, and then changing the display mode:
(Windowed, Fullscreen, Borderless, etc.)
One of those options ended up resuming my gameplay, so maybe this could do the same for you?
