Very slow download speed - Germany
Why do i have a slow download speed? this really makes no sense. it doesn't go over 1mb/s. I am connected to german - munich. I also tried connecting to all regions in Germany, but it didn't help.

I deleted the cache. Which simply reset my download, speed is still bad and there seems to be a general problem. This is not a router issue or an ISP issue. I get more than my line speed on various speed testing sites as well as simply downloading test files elsewhere. I tried region settings in all of germany, austria, belgium etc. and they all peak out at around 700kb/s.

so its a steam server sided thing i guess
nothing we can do, we just have to wait till they fix the german servers

It's weird that the speed is the same no matter the region i set. Even non German Regions. But yeah, i guess there is nothing we can do at this point

Deutsche Telekom seems to throttle Steam on IPv4. Try using a german VPN server if you are affected.

Tested it using my own fiber line as VPN (using Telekom VDSL here and fiber with a different ISP at another place), had no speed issues after i did that.

I am getting up to 10 MBit, but that still sucks. Also Deutsche Telekom.

Using a VPN will solve the issue. Make sure the VPN servers are in Germany though, else you break the SSA.

Same happening to me, 10 MBit fixed no matter the region. Also checked speed test it is fine, I am on fiber optic. In Croatia. Also DT provider (Croatia subsidiary).

VPN helped!

Deutsche Telekom is notorious for being a greedy double paid carrier. Although they are a end-user ISP and not a content delivery provider nor a transit provider, they demand payment from both sides (You, their customers on one side and the content providers on the other side), artificially slowing down anyone that doesn't pay up.

The root server provider and datacenter host Hetzner was also affected by this greed until 2020 in which they gave in:
http://web.archive.org/web/20200205014018/https://wiki.hetzner.de/index.php/Double_Paid_Traffic/en

If you can't stand these unethical practices and have better choices, choose a different ISP, because under such greed and blatant violations of net neutrality, everyone suffers.

Same here and with a friend, started yesterday - everything else is fine speedwise. I temporarely fixed it by changing the Speed and duplex option in my ethernet controller from automatic to 1 Gibt/s, but now it stopped working again. Other People using Telekom have no Issue ... Very strange...

Same here. Using steam for the first time in a months or two, wanted to download a game and its stuck on 600KB/s

I changed to regions across the globe.
I dont have a bandwith limiter on in steam, i tried activating it with several max-widths, nothing changed.
I cleared download cache.
Restarted both steam and the router/modem a couple times.
Checked my connection via speed test ( various ) and they all show my correct speed more or less, which is 10 times faster at least to what steam lets me download.
I also checked if my SSD got a bump, with the CMD of windows and 2 programs, it writes with 700mb/s so thats not the issue.

I tried to disconnect my PC from my at-home-internet and connected it via phone to mobile net, and voila, i download at full speed again.

So in my case it MUST be ISP related. Which is german Telekom. I already sent my
termination of contract. Im not paying for getting throttled.
