having exactly the same issue (berlin) maybe its a germany wide thing idk
so its a steam server sided thing i guess
nothing we can do, we just have to wait till they fix the german servers
Tested it using my own fiber line as VPN (using Telekom VDSL here and fiber with a different ISP at another place), had no speed issues after i did that.
The root server provider and datacenter host Hetzner was also affected by this greed until 2020 in which they gave in:

If you can't stand these unethical practices and have better choices, choose a different ISP, because under such greed and blatant violations of net neutrality, everyone suffers.
I changed to regions across the globe.
I dont have a bandwith limiter on in steam, i tried activating it with several max-widths, nothing changed.
I cleared download cache.
Restarted both steam and the router/modem a couple times.
Checked my connection via speed test ( various ) and they all show my correct speed more or less, which is 10 times faster at least to what steam lets me download.
I also checked if my SSD got a bump, with the CMD of windows and 2 programs, it writes with 700mb/s so thats not the issue.
I tried to disconnect my PC from my at-home-internet and connected it via phone to mobile net, and voila, i download at full speed again.
So in my case it MUST be ISP related. Which is german Telekom. I already sent my
termination of contract. Im not paying for getting throttled.
