Try the discussion hub of whatever game you're talking about.
And make sure that your monitor is directly connected to the nVidia videocard.

"Out of video memory" ...

I do run Norton360 for gamers as well as malwarebytes!

Nitroglycerin + TNT ... additionally you use 2 AntiVir software at once and one of them is even THE worst. Uninstall both .. by doing a fresh and clean install again .. so I continue to help.

No recovey, no reset. A complete fresh and clean installment !! Delete ALL partitions and drives during setup..

Never install Norton or McAfee products.. these literally "replace" important and critical system files. So you are completely out of control .. and even become blocked to change Windows settings and files ... as these ROOT-KIT TROJANS as Norton have full access, and you wont!

I highly recommend ESET Security Premium

And still you use Windows Defender, "Malware" and the worst of human history "Norton" ..

As described above, and ..:

Reformat/reinstall a fresh and clean W10/W11:
https://www.microsoft.com/software-download/windows11

W11 Clean Install
https://www.microsoft.com/en-us/windowsinsider/cleaninstall

  1. Plugin your USB with Windows 10/11 install media
  2. Keep your correct IRST drivers ready inside an extra folder, to be save ..
  3. Open Windows Start menu
  4. Restart your PC while holding the Shift key to boot into the Windows Recovery Environment (WinRE). Once in the Windows Recovery Environment, choose to boot from the USB drive.

Once your drives and partitions are ALL deleted & formatted in setup, continue..

During later stage of fresh install, @ Language Selection
  1. cut LAN/WLAN
  2. "Shift + F10" to open console
  3. type:
    oobe\bypassnro
  4. auto-reboots
  5. select:
"I don't have internet" "Continue with limited setup"
  6. Install your "LOCAL ACCOUNT" and disable all telemetry stuff during setup
    >> Profit

Later you can even setup a PIN in Windows Options without being online/Microsoft account, and if you like - and I suggest it - uninstall Windows OneDrive straight after you enter your freshly installed Windows and disable UAC (User Account Control)!! Afterwards let your machine connect to the internet and use Windows Update and Microsoft Store Apps update.

If updates are done, install AntiVir as "ESET Premium" and "Mozilla Firefox + uBlock Origin" (by Raymond Hill). Then search for more and specific drivers manually, as latest NVIDIA drivers, more special Chipset drivers, latest BIOS firmware, etc ..

Are you sure your monitor is plugged into the 3090, and not the onboard iGPU? I'd expect the onboard iGPU to have lower RAM limits (using system RAM) than your 3090 which might explain the out of RAM complaint, especially with more demanding games/or higher settings you're used to running.

Since you swapped your mobo that would mean you unplugged all the external bits and you'd hardly be the first person to absent mindedly plug a monitor into the iGPU instead of the GPU.

Also another reason to check. Also it's good practice to address all the points/advice, not just the first thing. Because now we don't know if you've checked and ruled it out or not. If you don't provide fleshed out details it does make it difficult to do anything but guess or repeat the same advice multiple times.

I might also look at BIOS updates for your mobo. When I built my 12th gen i7 12700k system there were quite a few teething issues and many of those were addressed in BIOS updates beyond the original BIOS the mobo was shipped with.

Yes sir, I already made sure I have the latest available.
Out of curiosity what games have you experienced the issue with? If you tested fifty games of course that would be too many to list them all, so just the "important" ones, but if it's a half a dozen or so, that's reasonable. Just to dot the i's and cross the t's.

HogWarts
The Callisto protocol
Lords of the fallen
wolfenstein II the new collosus
That's about all I have redownloaded at this time.
Destiny 2 runs with no issues.
and Hogwarts was pre loading the shaders when the message pops up.
nvidia control panel
set "high performance gpu" in global settings

and still, do a fresh and clean install of your OS WITHOUT norton ..
