A friend requested that I review their account. Prior to this, I had been utilizing my credit card without any issues. However, upon logging into their account, which has their card linked, there were banking notifications for certain online purchases, unrelated to the Steam shop.

This is either completely unrelated, or their obscure "review their account" was really the start of a rather elaborate scamming/malware approach. I can't even imagine how that would work, though -- some random javascript from a fake Steam website doesn't just get credit card data from god-knows-where.

There is a difference between correlation and causality. Steam does not scan your computer for credit card information to scam their customers.

How would Steam have or be able to access notifications from their bank?

Sounds more like you're logged into their bank's website/app than Steam.

Okey, so I turned on steam account and account had card connected to it, at that account started to get spam requests from shops to pay bills

I login from steam app, same spot I always do, downloaded from steam, it most be some kind keylogger or something in PC that could somehow get card details or something

Then i would secure the affected PC.
Preferrably by wiping the hard disk and installing a fresh copy of the operating system.

Still, you can't get card details out of Steam.
