No this isnt recent. This has pretty much been the case since ive had it. Specs: Nvidia Rtx 3060(12gb) Gpu, Intel I7- 10700F Cpu, 16gb Ram. I bought this pre built from new egg.
2.Did you OC your GPU or just using MSiA for monitoring?
3.Did you compare your PC benchmarks to similar PCs?
4.What is the utilisation on Desktop without running an app?
5.Did you compare Task manager to MSIA's utilisation to confirm readout?
6.Did you install the correct and latest drivers from their respective manufacturers?
7.Is it just Squad that is behaving this way?
Note: GPU utilisation depends on many things like graphics preset and RTX features being used.
Answer these and I'll get back to you.
1. I don’t have any signs of a bad power supply really. No blue screen, no issues turning on, no extra noises etc.
2. I didn’t OC using msi, I’m worried about doing that because I don’t want to mess anything up, but maybe OC would give me better performance.
3. Not really sure what to do for this. I used userbenchmark before but it won’t let me use it. This was my last result https://www.userbenchmark.com/UserRun/67081004
4.Without running a game or anything my cpu was 0-4%(mostly 0) and my memory usage was around 19-24%(mostly 19) in task manager.
5. No the utilization didn’t appear to be the same. When I had the game open at the menu msi gpu usage said 75% cpu usage 7% and on task manager memory said 42% and cpu 10-20%
6. Yes I have the latest nvidia driver. I even uninstalled/reinstalled.
7. It’s not just squad. This annoying stutter, lag, spike, whatever you want to call it happens one way or another with every game. It’s not a constant stutter, it comes and goes. I’ve tried lowering all settings, resolution, texture, shadows, particles, AA on/off, DLSS on/off, vysnc on/off(vysnc off causes my screen to tear) etc. It’s never fully smooth at 60 fps no matter what I do.
Note: for number 5 I mentioned memory instead of gpu in task manager. Gpu and Cpu appear to be similar in task manager and msi stats.
Questions:
1. What is the Wattage on the PSU? (it should be ≥600W)
2. When you unboxed your PC when it arrived did it come with foam or padding inside of the PC?
3. Loose connectors could cause disconnects and unusual behaviour.(Power and MOBO connections)
4. Maybe the GPU is thermal throttling to compensate for over heating. Check the temp readout but these could be faulty as well, take ambient room temps in account.
5. Did you cap the frame rate at 60fps or is the monitor running at 60Hz this could have a substantial impact on utilisation.
6. Is the video game running from HDD or an SSD?
7. Does your computer crash frequently/unstable while using it outside of games, with basic windows tasks?
8. Is Windows 11/10 updated?
Tips:
If you have the experience, try RAM slot 2&4 or 1&3.
Most connectors make a click sound if properly connected.
Damaged pins on the PCIe lanes GPU & MOBO could cause these.
Check out a game play video if the stuttering occurred at these exact places in the game of a different PC.
Opinion:
1.Stuttering doesn't mean something is wrong with your PC. Video games aren't well optimised to run on PCs these days.(If it crashes frequently, BSOD, artefacts or distorted sounds appear I would redeem the warranty.)
2. I deliberately limit my FPS to reduce heat output and utilisation for my system.
3. If something sounds, smells, looks strange around your PC, I would investigate.

2. Pc came with some sort of foam or padding to hold it in place, yes.
3. Not really sure how to do that stuff, so I don’t really want to touch it, however everything looks plugged in.
4. I use msi afterburner and temps seem to run normal. Nothing ever hits 90+ or rarely even 85.
5. This is a 60hz tv screen him using at the moment unfortunately. But yes, I cap fps and tried uncapping. Also vysnc on or off.

7. My computer never really crashes outside of gaming or while gaming.
8. Yes, windows 10 is updated.
My Ram slots are in 2&4 right now, maybe I’ll try 1&3. But this was a prebuild so I’m sure they put it there for a reason.

2. If you experience screen tearing turn on VSync, with VSync on and still experience screen tearing try triple buffering. Most monitors support FreeSync and GSync these days, Just turn GSync on in NVIDIA control panel, doesn't matter which one you have. VSync or Tbuffering is not needed and obsolete.
3. I hope you removed that foam padding
4. Don't overclock if you don't exactly know what you are doing. (Default settings is recommended)
Conclusion:
I don't think anything is wrong with your PC, software these days could cause all sorts of unusual behaviour and lower utilisation is a good thing if you are getting the fps/latency/temps you wanted within reason. System security is always a factor as well. Keep monitoring and check for leaks often if you have a liquid AIO loop and pump. This was fun, let me know if anything happens and enjoy the new "rig".

You know how to monitor the frame rate right?
If you mean it doesn't look smooth, try opting for a different HDMI cable or maybe a DP cable?
Did you enable VSync beacuse most TVs doesn't support GSync or FreeSync?
Is it WIFI, Fibre, ADSL..
Test your upload and download speed.
Does this occur in offline games?
2. Check if GPU driver is enabled and its not the Intel IGPU running in device manager.
3. Any hidden/unknown devices in device manager?
4. Run windows memory diagnostic.
If this does not provide insight, There may not be a lot of options left
2.When I go into device manager and select display adapters, my gpu is the only thing there and it’s enabled.
3.Not sure about some stuff, but for the most part it seems normal.
4. Ran the diagnostic and there were no issues.
