STEAM WALLET REFUNDS
You may request a refund for Steam Wallet funds within fourteen days of purchase if they were purchased on Steam and if you have not used any of those funds.

It's store credit. Steam isn't a bank.

If you don't want money in your Steam wallet then don't put it there. You are essentially buying store credit with real money so if you don't want to do this then only buy stuff with funds using an external payment provider.

Yeah, there's absolutely no NEED for Steam wallet -- you can buy all the games directly, without having to buy wallet credit first.

The wallet is only needed for community market transactions; since you have to add at least $5 (or a similar amount in your currency; for me it's €5), there will probably some leftover amount -- which you can just use on your next game purchase.

The marketplace is a big factor for it for those that sell stuff there.
