Steam stuck at 1 mb/s

Hello my steam download is stuck at 1 - 1.2 mb/s while disk usage is at 2%. My internet speed is 750 mb/s. Before i download at 85 - 90 mb/s. I tried to change atleast 30 regions, clear cache, start steam as admin, change dns server, reset router but nothing helps.
My friend has on the same region 20mb/s download. I tried download speed on other sites and i got 40mb/s so this is steam related problem.

Steam is very I/O intensive - it downloads encrypted and compressed diff chunks, decrypts them, then decompresses them. Thenafter, Steam stores a backup copy of the file pre-patch before applying the diff (creating another file), then deletes the backup copy.

Download speed is limited by:

* Your storage device's I/O capabilities
* Your CPU
* Your antivirus or other ring 0 kernel driver's (Firewall, device drivers, anti-cheats, ...) I/O efficiency
* Your ISP's peering agreements and infrastructure. (Especially if it's a double paid carrier, see here: http://web.archive.org/web/20200205014018/https://wiki.hetzner.de/index.php/Double_Paid_Traffic/en for more information about the economical politics from which not only Hetzner suffered/suffers)

yes i find another forum that suggest to change region to pakistan and i get insta 90mb/s download so its all about choose the right region :)
