FPS Stutter Help

I cant seem to run any game smootly on my pc, there's always this annoying stutter that happens when my frames drop. I have riva tuner so I see the direct correlation with fps drop and the stutter. No matter what in game settings I adjust, whether its resolution, texture. vsync on/off or any other setting from low-ultra, as well as messing around with nvidia control panel. Nothing seems to work. I have an Nvida rtx 3060 gpu, Intel I7 10700F cpu and 16 gb ram(12gb on graphics card) As of now im using a 3840x2160 60hz tv as my screen which i believe is part of the problem. I know running games on 4k isnt realistic with my specs but I didnt think running games at 60 fps was a huge ask especially if Ive tried lowering the resolution as low as 1080p and there's still stutter. Im thinking there is either something wrong with my hardware or maybe some setting outside of the game settings thats causing this issue. Im not the most computer savy person, so hopefully someone can give me some insight/help, because im at the point where gaming on pc just isnt enjoyable.

Id probably start with updating your drivers

If you're still getting stuttering t 1080p then its likely you're setting the graphicsal settings too high as well.

Alternatively if your stuttering happensin open world games like GTAV or Assassin creed games that stuttering is generally due to the drive the game is on loading

Is this a laptop? because its entirely possible that you're using the IGPU and not the Nvidia one

No it’s a desktop. Not only have I updated my driver, I just uninstalled/reinstalled my drivers and nothing changed.

It’s never really normal. Every game I play online stutters and drops frames. My screen is 60hz so I just want 60fps to run smoothly but no matter what I do it doesn’t work.

Drops to what?

For example, If I have my fps limited to 60 in game it will drop anywhere from that to about 50, sometimes even high 40s. But even if I loose 1 or 2 frames it will stutter bad. It makes me not want to play at all.

I dont know how it looks.
Maybe try without fps counter and not looking for it. Just to get "impression" out of the way
