Change your password on a secure device.

Revoke the api key (this should be empty) https://steamcommunity.com/dev/apikey
Your items are gone for good.
Read the Steam Item Restoration Policy.
Your account has been hijacked, likely cause is you gave a phishing site you login details. That allowed them to access your account. Then when you sent a trade to your friend the hijackers BOT cancelled it. It then modified their account to look like your friends and resent the trade all with a few seconds so you didn't notice a delay. You then ignored the warning about the target NOT being a friend and confirmed the trade.
Your skins are gone. Report the account that received them, block, move on and stop

Confirming trades Without paying attention to the warnings and checking them.
Read the message they left on your profile and you'll see the obvious warnings.
1. Valve wouldn't hijack a profile to contact you.
2. 24 hours? From when? That could have been 25 hours ago or 1 minute ago.
3. Do police give you change to move money, drugs, murder weapons before they arrest you? No they don't. They'll arrest you first and you'd have to challenge them.
4. What is the point of locking an account if they tell you to move valuables?
5. Just look at the grammatical errors in the last line. We are allowing you this time to send your valuables skins (either Valuables but no skins or valuable skins) to a friend or storage account
Emails and numbers can be SPOOFED to look like any address/number they wish
but it was the same number that contacted me when i was changing my password too, im also unable to change the thing they put in my profile description it keeps saying theres an error how do i fix that too?
so im stuck with this stupid scam message in my bio for 4 to remind me of what just happened. im gonna cry man this is so unfair i lost so much
READ what I wrote, I'll quote and underline the important parts.
You allowed the account to be compromised and YOU ignored the warnings about the recipient NOT being a friend when you confirmed the trade. Al you can do now is SECURE your account using the steps in post #2
i traded TO a friend, i should've known something was up when we both noticed that my items didnt appear in their inventory, we assumed it was just a steam guard issue and the trade being locked, that was until i received a scam message from an account claiming to be a Consumer Agent and stating that the trade i did earlier was locked due to my account being under review. by then it was too late and i couldnt have known before i even attempted the trade

You then failed to verify the trade properly where it would have notified you that the target is either not on your friendlist or since when. That alone would have saved you from your situation.
You are responsible for the consequences of your actions.
You compromised your account.
You initiated the trade.
You confirmed the trade.
This right here is a prime example WHY you gave someone access to your account and WHY you ignored the multiple WARNINGS before confirming the trade.
I strongly suggest you re-read post #5 then do the steps in post #2
If you still can't grasp you did NOT trade to your friend after that Re-read post #5 again and again and AGAIN until you understand and accept YOU screwed up, YOU did NOT!!!!! trade to your friend
Failing to do so means 1. your account will remain compromised and 2. you'll get scammed again because you can't grasp how it happens.....I'm off to get blood out of a stone...
