Usually +rep is used by scammers to make them look "trustworthy".
Sadly, people still fall for it every day.

It was meant as a long-term play to make scammers look "trustworthy", but from what I hear the stuff like messaging people on Discord seems to work just as well without any previous effort to set up accounts.

It was (and I suppose still is to some extent) shorthand for indicating that someone considers you a reputable poster or player. It's been around for well over 20 years on forums and started out with good intentions. But it was never an inherently trustworthy system (it's completely subjective) and inevitably scammers abused it. So nowadays people see lots of rep+ comments on profiles and get suspicious.
