Can't seem to add another file path for game installation--new UI?

I'm trying to move my copy of Skyrim SE out of Program Files (x86) so that I can mod it, but I cannot seem to move it using Steam>Settings>Storage>Add Drive. I'll select a folder, and a new steamapps folder will be created, but Steam never actually gives me the option to move anything there--it's like I never even chose a folder in the previous step. It just doesn't seem to recognize the new file path.

I also can't even seem to select a different folder to download games to, so I'm not certain uninstalling and then reinstalling the game would help.

All the tutorials I've found online show an older version of the Steam UI and aren't helpful. Any tips?
