I purchased the game through genuine channels。It's not piracy，But when I entered the game, it prompted me that I was restricted。The option to join the server at the same time is grayed out

The game might be banned in your region and thus not playable.
Also posting the name of the game would help in identifying the issue.

I guess they were banned from the multiplayer portion of that game whereas that specific game doesn't use the game ban infrastructure of Steam

I recommend contacting the game developer directly instead. Valve cannot help you here.
