there is a conflict between Philipines and China over the South China Sea.

chances are extremely high the Government in Philipines block their own people from accessing China websites.

the same holds true for China too.

China Government also block their people from accessing websites from Philipines.

----------------------------------------------

thus as a result, OP can't send messages to Steam China is due to both Countries Government restricting their own users from accessing websites from one another.

p.s kindly read the news about conflict in South China Sea between Philipines and China.

p.s the ones to suffer are those like OP because of "this conflict".

You ask multiple times but did not ask Steam for China support?

which Country are you staying in Exactly OP?????

perhaps, China placed a restriction where anyone outside of their Country can't access their content.

ty for the reply, this could be why we couldn't communicate sometimes but thankfully the problem has fixed itself. Our communication problem was both technical and other reasons. Ty for the repsonse.
