there is a conflict between Philipines and China over the South China Sea.
chances are extremely high the Government in Philipines block their own people from accessing China websites.
the same holds true for China too.
China Government also block their people from accessing websites from Philipines.

thus as a result, OP can't send messages to Steam China is due to both Countries Government restricting their own users from accessing websites from one another.
