[SOLVED] Steam Error Code 16 preventing game opening
Not played Football Manger 2016 in two weeks. Niether Steam nor SEGA (developers of the game if you aren't familiar with the title) are helping, followed so much adivice from forums, opened tickets with SEGA and Steam. Have any of you ever encountered Steam Error 16 and fixed it?

According to this article, that's a network timeout error resulting in the incomplete installation of the game:

Thanks for replying unfortunately I have already troubleshooted the steps from the article you linked me too. Literally nothing seems to be working... I have even gone so far as to restore my system back to a point when Football Manger worked and still get the same error message :') Thanks though!

Could you open the Steam client and go to the library, right-click on Football Manager 16 2016 and choose "Properties", then in the "Local Files" tab of the new window, try verifying the integrity of the game's cache please?

I shall do it again no problem but I have done that about 8 times now and no change :') any more suggestions? xD

When you verify the game's cache, does it say any files are missing?

no it says all files successfully validated :/ SEGA have closed my ticket saying there is nothing they can do now :')

The Steam Servers are too busy to handle your request for Football Manager 2016. Error Code (16)

Seems to suggest it's something to do with my network however I can download/update and play other games just not Football Manager. Tried my connection both wired and wireless. Internet works fine...just don't understand

Unfortunately I have already troubleshooted the second link that you sent me. In regards to the first, I'm in university halls an so cannont access the router. Im using Ethernet but plugges straight into the wall

I'm honestly not sure what to suggest. It's possible the University is blocking specific ports required by the game, but that's just a guess.

I thought that but then if that was true then surely other games would produce the same problem and error code but they don't :/ It's so weird and now that SEGA have binned me off I have to wait on Steam to reply but that could be ages.... Thanks for trying though anyway mate

I suspect each game uses its own set of ports, so other games may work but not this one. I don't know if there is a way to change which ports the game uses, but it might not hurt to look into it.

In case anyone sees this thread in future and has the same problem, I have just this second found a fix!

Tether your phone's connection to your computer through a USB. Make sure you turn wifi off on your phone so that your phone has 3G on or 4G. If you're on iPhone go to Settings > Personal Hotspot and you will see the password to connect to your phone's hotspot. Type that in on your computer and then connect to your phone (you might not need to do that part if you connect via USB). For android users or something else i assume its a similar method.

I also disabled my antivirus software up until the game had loaded. Also turn off any real-time scanning! (temporarily, but you might have to repeat this process the next time you launch a game so might be worth keeping them turned off I'm not sure).

Then just launch the game, it'll cost you on your data but I can't imagine it'd cost much and you should get past the 1-2% mark!
