I was looking forthe same thing, I guess they havent added that feature, im guessing you can 'accept' friend requests but not add someone. The best you could do on your device is logging in to steam on your devices Web browser and doing it that way.

The smart way is to avoid using the steam app at all, no matter for what. Because its a complete piece of ♥♥♥♥ and its development has been long abandoned.

Use a browser on phone to add someone, just go to their profile link and click add.

They are updating the mobile app as we speak. There was even a beta update 3 days ago.
