HELP!! Connection Timeout - Stuck at Preparing Local Game Cache Files

Okay guys, brand new steam user here. I just want to play Civ V!!

I downloaded the client and every time I try to I get stuck at this screen http://imgur.com/nprViow and then I get "Cannot install - Connection Timeout."

Here's everything I've tried:
- Router and modem power cycle
- Port forwarding my TP Link router
- Refresh steam files
- Delete and reinstall steam
- Restart computer
- Limit auto-update/download
- Uncheck limit auto-update/download

Does anyone have any possible solutions?! Thank you!

I was having this issue as well however with any game I tried to install. Steam had been functioning the day before and then it stopped, no known changes to my system or network. I was able to rectify the problem by opting into the Steam beta. Once the update installed I was able to install games again. You might also want to try and change the install directory to see if that's causing problems.
