Remove the credt card from your account and change the password, and check if any purcahses were made, (if so, contact Steam Support)

Contact Steam Support, refund all the games immediately, change all your passwords and scan your computer.

Then tell your mother what happened, get them to contact the bank and request a chargeback for fraudulent purchases for each of the games bought.

If he does the chargeback his account will end up locked.

No, you have to make a ticket with Steam support

Well what does he want to happen, have his mother be put in a financially unfavourable position or them have the money back and him requiring a second account for some games?

Of course the ideal solution would be that Steam Support allows his to do the refunds as they were fraudulent but who knows, a chargeback may very well be his only option.
